The Lead Technical Engineer drives and develops the technical architecture, technical client relationships and development life cycle of digital work. This position establishes standards and best practices for the digital group. This position is responsible for representing technology through all phases of a project and for ensuring that all technology deliverables are of the highest quality.  

Major Responsibilities/Primary Functions
Has direct responsibility for application development and integrations overseeing a staff that includes programmer-analysts and designers (UEX)
Establishes and modifies procedures for defining development practices, documenting the overall architecture, and maintaining quality and accuracy in the development process; establishes methods for effective code review, site building and quality assurance. Ensures adoption of same by the team

Applies best practices for efficient and effective digital publishing and application development; looks for opportunities to streamline and fully utilize current and new technology solutions

Educates agency about new or innovative technologies available to meet business needs

Works closely with the digital manager and executive producers to ensure projects are delivered on time, to a strong level of quality and with expectations of high load tolerance and uptime; maintains an inclusive process that empowers entire digital team to contribute to final results

Identifies areas that require attention and works with the Digital Manager to ensure time and resources are dedicated to continually improving our situation and reducing areas of concern

Provides leadership and professional development of team members

Ensures accurate and updated documentation for the systems and software under the team’s control

Instills a culture of accountability and reliability among members of the team

Works with all groups in the digital department to solve the problems and accomplish the objectives of user communities in a timely fashion; effectively communicates the status of key initiatives and proactively manages customer expectations

Keeps the digital manager and executive producers fully informed on problems and progress; closes loops within and outside the department as problems are addressed and progress is made; works with vendors to achieve results

Stays current on relevant technology and conducts necessary research and development testing to assess emerging technology options.

Stays on top of digital systems and applications issues and helps pursue resolution. In crisis, assists the operations tech lead in pulling together resources to explore alternatives in keeping with conditions and the expectation of 24x7 site availability.

Is responsive to the needs of the business communities with a focus on providing the utmost customer service

Manage projects as assigned

 

Qualifications, Distinguishing Characteristics and Special Requirements

Bachelor’s degree in Computer Science, Digital Media or closely related subject preferred

 

4-5 years experience with major development platforms (e.g. Java, LAMP, Python/Django, .NET, Flash/Flex, Oracle, MySQL), n-tier architecture and services-oriented architectures


Direct experience with CMS applications and workflows (e.g. TeamSite, Drupal)
Strong experience with common front end tools (e.g. Flash, HTML, CSS, DHTML, JavaScript)

 

Strong experience with backend technologies (e.g. PHP, Python, AP, VBScript, ASP.Net, Perl)

 

Strong experience with server technologies, (e.g. UNIX, Windows Server)


Experience with mobile site and application development

Experience with jQuery


Knowledge of web analytics (e.g. Omniture, WebTrends, Google Analytics)


Agency and team management experience required


Creative problem solving skills, written and verbal communications skills required

Experience in successfully managing simultaneous projects
Thorough understanding of basic application architectures and principles of web production and development

 

Experience creating and consuming web services

 

Experience with methods of information architecture in website/application design

 

Understanding of web analytics and experience with analytic platforms (e.g. WebTrends, Omniture, Google Analytics)

 

Experience with vendors, including web hosting companies and technology consultants

 

Must be able to use appropriate terminologies and language to accurately convey changes or direction in concept or design, including to and from non-technical staff
 

Deadline-oriented and understands the need to balance the digital team’s procedures with agency’s needs and abilities
 

Ability to work on multiple projects and prioritize and delegate tasks for each

 

Ability to interact and collaborate with other departments within the agency to solve problems

 

A demonstrated track record of gaining trust and respect by consistently demonstrating sound creative, strategic, and analytical thinking skills, while maintaining composure in stressful situations

 

Exceptional initiative and attention to detail

 

Some evening and weekend work required as necessary
